The Texas Natural Resources Conservation Commission provides Water Quality Certification under Section 401 of the Clean Water Act except for projects involving the exploration, production, and transportation of raw petroleum products. Certification for activities involving raw petroleum products is through the Railroad Commission of Texas.
Texas Natural Resources Conservation Commission announced on April 2, 1999 revised draft Guidelines and a request through June 1, 1999 for comments. These guidelines are available at TNRCC Forum.
