These proposed rules were finalized in the Federal Register, June 20, 1997 (Volume 62, Number 119), pages 33607-33620. We will have these up as soon as we can html two very onerous tables and recover a small graphics file. Several publications are available discussing this topic in greater detail. These are in pdf format from the Corps of Engineers Waterways Experiment Station. These reports are large files - the largest is the 1993 DE-4 report at 5.6 MBs.
